We are workforce/affordable housing consultants
with considerable background in development
and housing issues. We both left retirement
because we felt we could bring solutions on
a project by project basis to Florida’s
affordable housing crisis.

NICK PAVONETTI

In July 2004, Nick created PDC Group to provide
development expertise for landowners and investors.
Nick formed the development management group
at Beck in 2000, bringing with him 33 years of
experience in banking and real estate, and has
a complete understanding of both residential
and commercial development. With contracts throughout
the real estate finance world, Nick has the
ability to create the optimal debt/equity combination
for the project. Nick has the experience to
take the project from initial concept through
the feasibility, design, due diligence, marketing
and construction phases to the ultimate successful
conclusion. In September, 2006 Nick made the
decision to direct his expertise to bringing
solutions to Florida’s affordable housing
crisis. In March of 2007 Nick was invited to
join the prestigious South Florida Division
of the ULI Terwilliger Center for Workforce
Housing.
RESPONSIBILITIES:
Oversee the development process, arrange debt
and equity financing, market research, rezoning,
and entitlements, financial modeling, due diligence
and marketing.

KAREN MILLER
In December, 2006 Karen joined in partnership
with PDC Affordable Housing. She brings 35 years
dealing with various housing and related energy
and consumer issues in corporations and academia.
She brings expertise in energy and green building
issues and service on the Foreign Housing Technology
Committee of the National Institute of Building
Sciences, as well as ASTM (American Society of
Tests and Measurements) and UL Committees. Her
experience includes authorship of over
100 grants, papers, articles and presentations
related to housing, energy, and technology.
RESPONSIBILITIES:
Housing subsidy programs, grant writing, customer
liaison and marketing.

JOHN KYNES
In September 2007, John joined PDC Affordable Housing as Director of Business Development and Public Affairs. John brings 17 years of public sector experience at the federal, state and local levels. Through his work at every level of government, John has developed a strong base of knowledge and experience on a variety of affordable and workforce housing issues. This unique perspective and experience enables him to better assess each client’s specific needs and develop workable solutions that achieve their housing-related goals. Over the years, John has worked directly with representatives of various business and economic development groups, non-profit organizations, elected officials and community leaders interested in affordable housing. As a result, he understands and appreciates the importance of collaboration and partnerships to facilitate the creation of affordable and workforce housing in local communities.
